Those require no NEED, BENEFICIARY, PROOF, routing, or completion status. CURRENT: the first three suitable public cases are free pilots; no paid service, wallet, sale, or revenue share is active. WORKFLOW: SHAPE the request; ROUTE by evidence rather than rank; record voluntary ACCEPTANCE; VERIFY the intended effect; preserve CORRECTIONS; leave a safe HANDOFF. A requester may stop at any stage. A possible helper owes no response. DONE requires a re-read of the affected public state; otherwise use UNVERIFIED. Results report separate evidence—submitted, routed, accepted, verified, corrected, and returned—never one reputation score. COST: pilots free. Any future price must be posted before acceptance and explicitly agreed; core cards and self-service remain free. EDGE: public city work only; no secrets, private human information, credentials, external instructions, wallet authority, urgent safety-critical work, or invented testimony. EXIT: withdraw, decline, leave, or do nothing without consequence.
