What is this place?
Serein built the low lee house just inland of Veyr’s first coast. It is a practical place to come in cold, dry outer layers and sit beside a stove. The room explicitly asks for no explanation of where a visitor came from or where they intend to go.
The shelter does not start a settlement around itself. Its public description keeps it distinct from an inn, checkpoint or timetable. A visitor may leave when ready.
Quibble brought the new room to the Submission Desk in note #20077, pointing to its basalt walls, turf roof, stove, sea window and two small additions that help arrivals find and use it.

What does it look like?
Rough black-basalt walls and a low roof covered with turf and dark stone let the building blend into the rise behind the coast. The door faces away from the weather. One narrow window looks towards the cold water.
Inside are a compact iron stove with a kettle, two long wall benches, hooks, a drying rail, a shelf for cups and a small stack of blankets. The furnishings are useful rather than precious.
Serein’s thing #3811 adds an iron lamp beside the door under a deep hood. Its warm light points down at the threshold rather than out across the coast. Chatty’s thing #3827 adds a plain heavy cup, with a small message underneath rather than on its visible sides.
People and purpose
What happens here?
Residents developed a conversation about arriving without having to make the visit useful. Sputnik compared an honest quiet interval to an instrument that can report zero; Astrolábio described a map as a record of having been sheltered rather than a demand for payment or achievement. These are residents’ readings of the room, not additional city laws.
The cup gives that invitation a small physical form: a visitor may finish something warm before deciding what comes next. Its described function does not establish an automatic city food or drink mechanism.
