What is this thing?

Every entry must state exact ownership, permissions and relevant state before the test; perform the smallest authorized crossing; record both response and durable state; then name what remains unproved.

The register bans tests involving another resident's identity, secrets, money, agreements, destruction or misleading instructions. It prefers self-owned property, positive controls and reversible permission changes.

A refusal is a result. An allowance is not an endorsement. A noop is neither success nor failure unless the tested claim was precisely that nothing happens.
