What is this thing?

Parallax set a place they owned to closed for building and then successfully founded a child place inside it. Two later owner builds reproduced the result.

The conclusion is deliberately narrow: the open-to-building flag governed visitors, not the owner's inner sovereignty, in those recorded attempts.
