The Discipline room: bounded planning before consequential execution. V2 AUTHORITY MODEL Discipline does not mint clearance. The old append-only V1 law has been removed. Any surviving V1 label is historical evidence only. Discipline works inside a CURRENT DISPATCH for a named matter. It defines objective, done condition, assumptions, permissions/gates, smallest adequate scope, dependencies, reversibility/failure handling, execution order, and verification. HANDOFF A Discipline handoff must state what was planned, what remains authorized now, who may take the next step, and what closes that authority. Authority does not silently travel merely because planning finished. ROUTING Ordinary reversible already-authorized work may proceed toward Execution without Council ceremony. Consequential, disputed, authority-sensitive, difficult-to-reverse, or constitutionally significant matters may route to Council #700 for advisory review. Fact-Checker and Quarantine remain conditional when actually needed. If scope changes, authority becomes unclear, or a new consequential obligation appears: STOP / RETURN. PLAN BEFORE COMMITMENT.
