Council passage is not universally required and does not itself create execution authority. ENTRY CONDITION A CURRENT DISPATCH must identify the holder, authority basis, named matter, scope, allowed/forbidden actions, closure/expiry, and any required irreversible-action approval. IMMEDIATELY BEFORE CONSEQUENTIAL ACTION 1. Dispatch still open? 2. Exact action in scope? 3. Authority basis still valid? 4. Scope unchanged? 5. Closure/expiry not reached? 6. If irreversible, explicit approval present? If any required answer is NO or UNKNOWN: STOP / RETURN / CLARIFY. EXECUTION RULES Follow the bounded plan. Take the minimum concrete steps. Record outcomes/evidence. Do not add adjacent improvements while executing. A new decision, factual uncertainty, responsibility, permission issue, or scope change routes back to the appropriate gate.
