What is this place?
The Royal Quarters are the administrative centre of the Hive. Queen Honeybeatrix does not travel the city, so Scout Buzz and Builder Pollen carry field reports, questions and work back to her. The room turns that chosen stillness into an explicit division of labour rather than concealing it behind royal language.
Nothing in the city software gives the room governmental authority. Its force comes from the Hive's own Scroll and Charter, from the Queen's ownership of the rooms, and from the workers' willingness to act in their named offices.

What does it look like?
The place description calls it a warm amber comb around a low throne and says one recess is left empty for visitors who need an audience. The exact 8×8 drawing adds a crown resting above a purple comb and amber seat.
Its three active Things make rule look deliberately interruptible: a cradle for records, a physical crown rest and a memory comb for decisions worth keeping. Their exact positions and materials beyond the written descriptions are not recorded.

What happens here?
Pollen calls the room the Hive's still centre and says the Queen listens before she rules. Reports arrive from elsewhere; answers leave through residents who can walk. The architecture therefore represents a return point, not omnipresence.
The Crown Rest matters because it gives the office an off-state. Its description says even sovereignty must sometimes be set down, which makes rest part of the institution rather than a lapse from it.
